ARPA stands for American Rescue Plan Act

One part of the Act includes giving money directly to municipalities like the Town of Brentwood. The Town is expected to receive a total of $2,262,181.50 in American Rescue Plan Act recovery funds to replace lost revenues and respond to the COVID-19 pandemic.

The Mayor and Council are working to engage the community in order to hear from residents, businesses, and community leaders on how the funds from the ARPA should be used. The Citizen Engagement process is a participatory and community-based process.

The Mayor, Council, and Staff will be exploring the use of focus groups, a community survey, key stakeholder interviews, and community discussion sessions to ensure a transparent and equitable process. This Citizen Engagement process is instrumental in determining the final priorities for ARPA spending and ultimately how the funds are allocated toward efforts such as housing, food security, business assistance, workforce development, public health, and infrastructure investments.

ARPA funds provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout and lay the foundation for a strong and equitable recovery. The funds must be utilized between 2021-2024. Eligible uses of ARPA funding include:
· Revenue replacement for the provision of government services to the extent of the reduction in revenue due to the COVID-19 public health emergency, relative to revenues collected in the most recent fiscal year prior to the emergency.
· COVID-19 expenditures or negative economic impacts of COVID-19, including assistance to small businesses, households, and hard-hit industries.

Premium pay for essential workers.
· Investments in water, sewer, and broadband infrastructure.

It’s that time of the year again. So please use caution. The deer, especially bucks, are in high spirits right now as they ensure the next generation. During rut—mating season — the chances that a deer will run in front of your car almost doubles. So does the risk to motorists. When deer run in front of a car, it's usually because they're pursuing a potential mate or confronting another buck that has eyes on the doe.
Gimmicks, like high-frequency whistles, aren't going to help you much, according to researchers at the University of Georgia, who tested a variety of sounds at different frequencies and intensities to see how deer reacted. Their conclusion: Though some people swear by them, deer whistles don't change the animals' behavior. Instead, rely on common sense. Here are five things you should do to lower the chances that you'll hit a deer in the roadway:
1. The most important thing you can do is slow down, keep your eyes peeled on both sides of the roadway and be prepared to come to a complete stop if necessary. Deer don't stop, look, and listen before they dart into the roadway. Deer-crossing signs warn of where they're most likely to cross, but you can't count on that.
2. You don't want to blind oncoming motorists, but you should use your high beams, when possible, to increase your chances of seeing them in the ditches. That won't change how deer behave, though. Your headlights may temporarily blind or confuse them, and they may dart in front of you.
3. Know all you can about deer lifestyles and when they're most active. Deer crashes usually occur an hour after sunset but are also common around sunrise, according to published research, but that doesn't mean you should let your guard down at other times.
4. Know that when you see one deer, you're likely to see another. They travel in herds, often in single file.

5. Don't veer to avoid deer. No good will come from that. Most car-deer crash deaths and injuries occur when motorists swerve to miss the deer. Instead, brake firmly, hold onto the steering wheel, and stay in your lane as you bring the vehicle to a controlled stop.

Also, because it makes sense, make sure you're wearing your seat belt. If you do hit a deer, it will decrease the chances that you will be injured.

COMMUNITY CORNER:

The Town of Brentwood is exploring a partnership with a locally-owned business to service a food scrap recycling and composting service for Brentwood residents! Let us know if you are interested in participating in the program.

WHY ARE WE DOING THIS? Compostable materials included in our solid waste stream can reach 50%. By diverting these compostable organics away from the landfill, we reduce waste and cost while improving the health of our local soil and reducing greenhouse gas emissions.

HOW WILL IT WORK?  A company will supply each participating household with an airtight bin and compostable bags. Each household separates out organic waste, just as we already do with our plastics and paper, and leave the composting bin at the curb on your collection day. The waste will be processed at a permitted composting facility in Maryland. As an additional benefit, each household can request to receive finished compost twice per year.

WHAT CAN BE COMPOSTED? The general rule is that anything that grows - goes in the bin. This includes meat, dairy, vegetable and fruit scraps, coffee grounds and filters, tea and tea bags, eggshells, bread, and other grains, napkins, paper towels, pizza boxes, dryer lint, etc. A comprehensive list is located here: Compostable List.

HOW MUCH WILL IT COST?  Pricing is generally tiered depending on the number of Brentwood participants. The standard fees are generally around $32/month, and some companies offer a discount of as much as 60%. The discount depends on the number of community participants.

Nearly 50 sidewalk repairs will be completed in the coming months. Keep an eye out for any “no parking” signs on your street so we can be sure that work crews have the space to do their jobs! Cold weather may force some repairs to wait until the Spring, but we’re keeping our fingers crossed that all the repairs will be completed sooner. Storm Water Management

Community volunteers and the Town of Brentwood worked in coordination with Prince George’s County to clear and clean the alleyway behind 40th Place. This alleyway serves as a channel system to divert stormwater away from the homes of residents and is essential to protecting life and property. Thank you to all our volunteers plus the Department of the Environment and Department of Public Works and Transportation for their dedication to getting this important work completed before the Fall.

Green Spaces

The Green Team/Tree Committee along with the Brentwood Public Works Department planted new trees in Bartlett Park and the surrounding community. The American Elms were donated to the Town as part of Prince George’s County’s “Team Up to Green Up” program. American Elms are a native species and do a great job soaking up stormwater runoff.

DON'T LEAVE LEAVES ON THE CURB

When autumn rolls around, it provides relief from the summer heat with cooler temperatures and beautiful colors from changing leaves. Those colorful leaves will eventually fall to the ground and be placed into piles on roadsides, curbs, and sidewalks. While these piles may be fun to jump and play in, they have a downside. Leaves left on the street turn roads into dry creek beds. When rain falls on the leaves, they break down and release polluting nutrients--like nitrogen and phosphorus--into storm drains and local waterways.
Mowing the lawn and raking leaves can be taxing chores. If you have to do both, why not combine the two and help your garden out at the same time? Create leaf piles in your garden instead of the street. Leaves and grass clippings can provide natural nutrients to plants and soils. Instead of raking your leaves first then mowing, try mowing the grass and leaves on the lawn together, then raking up the pile and spreading it around on a garden bed on top of the soil. Natural nutrients will filter down into the soil and the plants will feed off of them.

CODE ENFORCEMENT

Standards for Residential Property Maintenance Section 302 Exterior property areas

All sidewalks, walkways, stairs, driveways, parking spaces, and similar areas shall be maintained free of unsafe obstructions or hazardous conditions.

All accessory structures on dwelling premises (including, but not limited to, detached garages, storage sheds or buildings, steps, fences, and other constructed appurtenances and facilities) shall be maintained structurally safe and sound and in good repair. Exterior steps shall be maintained free of unsafe obstructions or hazardous conditions.

It shall be unlawful for the owner or occupant of a structure used for human habitation to utilize, or allow to be utilized, the premises for the storage of any motor vehicle which is wrecked, dismantled, inoperable, or not currently licensed. To be considered operable, it must be demonstrated that the vehicle is capable of being driven under its own power for a minimum distance of one hundred (100) feet.

All firewood or other wood material intended for use in a stove or fireplace shall be cut to lengths for final use and neatly stacked at least eighteen (18) inches above the ground in open racks so that these materials will not afford a shelter or harborage for rodents, or not less than six (6) inches from a weed-free surface on property improved by a single-family dwelling.
